William R. (Dick) Thomas

The background for Dick, relating to commercial vehicle laws and regulations, began April 1, 1974, when he began working as a Commercial Vehicle Enforcement Inspector for the Missouri State Highway Patrol. He was promoted to a supervisory position in 1980 at Post D-1 and spent his entire career in the Troop D/Springfield, Missouri, area. In 1993, he was promoted to Chief Inspector for Troop D, retiring from that position on December 31, 2003, with almost 30 years of service in commercial vehicle enforcement.

During his tenure as a Commercial Vehicle Officer, Dick served as an instructor for the Highway Patrol. After attending instructor school in 1983, he began teaching commercial vehicle laws, both state and federal, to Highway Patrol recruits and commercial vehicle inspectors. Between 1983 and 2003, Dick instructed 32 such sessions at the Highway Patrol Law Enforcement Academy in Jefferson City, Missouri. During this time, Dick also instructed various courses in hazardous material/first responder, cultural awareness, sexual harassment, and racial profiling.

During his career as a Commercial Vehicle Officer, Dick participated in 15 commercial vehicle safety checks throughout the state of Missouri and several drug interdiction operations. He was involved in several staff studies concerning the role of the Commercial Vehicle Enforcement Division within the Highway Patrol and helped develop the training criteria used for officers in the CVE division.

As a representative of the commercial vehicle division, Dick presented numerous programs for trucking agencies throughout the area. In an effort to further enhance commercial vehicle enforcement, he cooperated with other agencies such as the IRS/Fuel Compliance Division, the Highway Reciprocity Commission, and the Federal Department of Transportation.

Dick is now employed by Midwest Accident Reconstruction Services, L.C., and has been for over 6 years.  He brings a tremendous amount of experience in commercial vehicle transportation safety.  He is available to assist in auditing driver’s hours of service and compliance with Federal Regulations of both driver and company in commercial vehicle crashes.  Dick is also available to assist fleet managers, claims personnel, and safety officers in ensuring that your company is in compliance with current Federal Regulations.  Dick has inspected or supervised the inspection of approximately 40,000 heavy vehicles.
